Well... there's more than one option. Start Pregnancy is the one-parent thing. Start Pregnancy Use Active will indeed cause the targeted sim to have a baby with your currently active sim.
Edit: missed the "partner" bit... in this case, I'd probably do it a different way.
If it's an unplayed couple... are they married already? romantic? on the map already, or in the bin?... details would be nice. :)
If they're already married it's easy, make sure they're unplayed (UNLESS you have disabled the "bypass active households" setting, in which case played/unplayed isn't important)... the thing is, you want to MARK her for pregnancy, and when your mod's next pregnancy "wave" (I dunno what else to call what it does at midnight) runs, she'll get pregnant, and they'll move into a house (if they aren't already) unless there isn't one.
Bad thing: homeless folks can't get pregnant... they have nowhere for the bassinet! So even if she gets pregnant, if she can't move onto the map, the pregnancy will fail.
Clear as mud, right? Check the docs pages, they'll help. Still winding down from work, off week has begun, but I don't QUITE have my head "here" just yet. But I wanted to give you SOMETHING to work with.
