Maximum 20 homeless - what is your Thoughts behind that? Not too big population and savefile! What will happen if I set those restrictions too? Who will get culled out of my 200 population?

Yeah I know what you mean about the demographics... LOL!! It's like that because not all the numbers affect the same settings. Let me 'splain... there are both Homeless AND Homeless Dependent subcategories. If a sim can't live alone, it's a dependent... kids, etc. So it's actually a couple of 33% things across 3 settings (wherever you don't see YA, that's because it's the game default), it's just that there's no need for all of that to be listed or even included, the game/mod handles what isn't noted in the logs/config settings, based on what you DO put there. (Mine are NOT default! LOL) But it does make for some holes if you're trying to look at the overall picture that way, I know.
Sort of like the Percent Male is there but Percent Female is not, no need... only the population ones include more than one other choice.
Also, I mentioned ghosts will weird out the numbers. I'm working on a test game right now that may give me more info on that.
About the Max 20 homeless, if you have culling disabled, nobody will get culled. It doesn't mean that's all the households you can HAVE, if that's what you're asking?
What that setting does is, once that number of NOT IN WORLD/Unplayed WINDOWS (not sims) reaches 20 (whatever YOUR setting is, that's just mine), the game will then be much less inclined to add any more NEW households or sims, unless you just go somewhere that needs a librarian, yoga instructor etc, bartender, gardener, bear, etc. ... NPCs like that... MAYBE a few new 3 person families, if you play kids/teens.
There are filters in place that MC uses to bounce potential incoming sims through, if they don't meet some special condition, they aren't getting in. (Very untechnical description.) The game's idea of "special conditions (list)" I have no clue about. But I know the filters are working. I've seen a little of the "behind the curtain" stuff, thanks to DP.
It isn't an absolute number, you'll always have a few "extra" homes for NPCs. It's just a note to the game that you want a bottleneck at 20 households please, because if you were to put 8 sims in each, that would be 160, AKA more than enough, thankyouverymuch.
