Neighborhood Stories Showing As Disabled, But Households Are Still Changing

I recently launched a TS4 save file where the neighborhood stories feature has been disabled for three months now. It shows as disabled in the Gameplay menu, but unplayed households are HAVING RANDOM BABIES. One of the households had biological triplets without a pregnancy. Logic? Don't know her. I have received no message saying "The game failed to load. It is recommended that you restart the game." or a corrupted save file. It's still happening, and I can't find anything to fix it on my end. Anyone else having this issue?
