Neighborhood Stories still working even though I have it disabled

I have Neighborhood Stories Disabled both in my settings and my manage worlds and it is still working. Unplayed Sims and Townies constantly still moving around, merging and separating households, having children, and adopting pets. I have it completely turned off and its so frustrating because lets say i go to visit the goth family they wont be in their house, or the munch family they all moved out and joined the partihause and abandon Gunter all on his own. it does it all my saves. im not sure why it wont turn off.
