@FloopFloppy Do you use OneDrive? If so, it could be uploading the contents of Documents, including your Sims 4 folder, to cloud storage, then re-syncing when it finds a file missing (such as after you've deleted it) from the Documents folder stored locally on your computer. Alternately, you could be opening OneDrive's version of Documents and not the local one.
Either way, OneDrive is the issue, and you'll need to change its settings. First, make a backup copy of the Sims 4 user folder and store it somewhere safe, ideally on an external drive, but in a pinch you can drop a copy in Downloads. (OneDrive doesn't touch that folder.) Next, disable the automatic syncing of Documents:
You can then restore the copy of the Sims 4 folder if necessary and start sorting through your mods.
If you don't use OneDrive, please post a screenshot of the folder where you've added the new mods that aren't showing up. Include the address bar, above the list of files and folders, in the screenshot.

i figured out how to remove the mod I needed to remove. i need to figure out how to get my new mods to work in my game. its like my game isn't recognizing them?

@FloopFloppy Whatever you did to remove the problematic mod, can you do it in reverse? That of course depends on what the process was, so if you can't reverse it or aren't sure, just let me know how you ended up getting rid of the mod, and whether OneDrive was involved.
I'd still like to see a screenshot of the folder that contains the new mods as well.

okay i got my new mods to work the only issue is I cant get my cheat mod to work. it is out of date, but it was working yesterday. i deleted it yesterday and redownloaded it just now but it wont show up. my new cc is working tho.
