"Roommates are NPC's meaning they can't be controlled."
To qualify as a potential roommate (not controlled) the Sim needs to be homeless and in their own single Sim household.
There must be an individual bed for each roommate. Getting a specific Sim would be tricky and I am not sure if it would be possible.
Another option would be to ask them to "join household" to have them as controllable Sims.

@c_clare001 @EuphorialQueen I have done this many times... including with your sim, EuphorialQueen – Reese Chung.
I had three different sims that I wanted for roomies – one that EuphorialQueen made and two that @PugLove888 made. I downloaded these households to my library. I then placed each of the households in the world in a lot then evicted them immediately. This got them in my game save, plus it added them to my played/faved households so they didn't get culled.
Then I did the required things to the home to prepare it to qualify for roommates (please see the information that EuphorialQueen added and linked to).
Next, I put in an advertisement for a roommate (from the computer). I managed over a number of days and rounds of advertising to gradually have all three of these sims either show up for the ad or walk by the lot – in which case I had a sim run out and introduce themselves, chat a bit, then click the person and go to 'household' and select 'ask to be roommate'.
I also have invited to be a roommate a couple of times by calling them as a acquaintance, inviting them over, and then asking them to be the roommate.
Please note that you cannot ask an acquaintance, friend or any sim to be the roommate unless you have an active advertisement posted.

Thanks. I thought you could just ask any friend. Didnt realize you had to move them out of their home and such.
