No elevators in apartments I move to

Steps: How can we find the bug ourselves? Not sure, I t thought it happened when I bulldozed the lot. But it just started randomly happening.
What happens when the bug occurs? Sims can’t get into or leave apartment. I’ve been teleporting them in and out.
What do you expect to see? Sims using the elevator with no problem
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Hi! I’ve been working on this all night. I realized my sim couldn’t get into the apartment because the elevator is missing. I’ve read that T.O.O.L could help me, but when I downloaded the mod every time I tried to get into san myshuno it would just go back to the world menu. I thought it was that one apartment (888 spire apartments) so I moved my sim to a different one and there’s no elevator in that one too(910 Medina studios). I’m not sure what to do. I’ve removed all mods to see if it was a mod issue. I’ve repaired the game too but there’s still no elevator. (Unrelated, is there a way to delete my household inventory? I accidentally brought my furniture with me)
