no townies in game at all

All of the townies in one of my save files are gone. They aren't anywhere in the world and the only time I can see them is when I use MCC teleport commands and even after that they immediately leave. This problem started recently and I haven't downloaded any new mods to make it this way. My other saved games still have townies but the main one I play does not.
