No vendor in high school

Hello, it was occuring wether fame was turned off or on, I ended up dowloading the npc again from another save and she appeared in the high school. But what I don't understand is what do I do if a npc that is originally made for a certain job dies, does the game regenerate a new one or something? I downloaded a new save from BosseLadyTV, the one with fewer townies and better buildings. And now the same problem occurs with restaurants no staff are showing up. But in my other saves they do, and it's the same lot. I really need help, please.

No staff at all are actually appearing on any type of lot, wether it's a host, chef, maid at restaurant or vendor cafe or bartender
