No Vendors At Food Stalls On Community

I've noticed that lately, on community lots, no vendors show up for the food stalls I've placed on those lots.  It doesn't matter what type of community lots it is, they simply don't show up.  I play the game on Windows 10.  Has anyone else noticed this?
