No vet at the vet clinic

One of the most annoying bugs I had lately is the fact that there are no vets at the vet clinic. I don't own one, I don't work at any of the vet clinics, I just want my cat to be healthy. When I take him to the vet there are other Sims with their pets but no matter how long I have waited no vet appears. I tried visiting a vet clinic lot multiple times, I bulldozed it and put it from my gallery but still nothing helped.
