Have you exited the game and then restarted the game? If you haven't, try doing that.
If the mods/cc are still not appearing, try moving your mods folder to the desktop. Then start a new game to generate a new mods folder. Exit the game. Then place your cc /mods into the newly generated mods folder and see if it appears.
