Not receiving baby hand print frame after birth

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.96.397.1020
What expansions, game packs, and stuff packs do you have installed? Most of them
Steps: How can we find the bug ourselves? not sure.
What happens when the bug occurs? Not receiving baby hand print frame after birth.
What do you expect to see? When my sim has a new baby im suppose to receive the baby hand print frame this came with growing together expansion but when my sim has a baby im not getting the baby hand print frame. I am getting the baby's birth certificate but not that.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No

In this photo you can see I had a baby got the birth certificate but no baby hand print.

    Hi @PuaMooa 

    All issues in the bug forum must be tested on a vanilla game.

    Moving this to game issues for now until verified on a game with no mods/cc (by either yourself or someone else).

    To verify on a vanilla game, move your mods folder to the desktop and delete the following files from your user folder.

    - localthumbcache
    - Any lastException Files
    - Any LastCrash files.

    Test a backup of your save as you will loose all cc on the save and see if the same error occurs, then report back.
