NPC Werewolves gaining Transformation Mastery

 I am working on the Lone Wolf aspiration but there are only 4 werewolves in the initial install. ... Well 4 + Greg.

So, I made a werewolf and loaded one from the Gallery. All of them are stuck in the transition process. "has not achieved transformation master". 

Is this a matter of waiting for then next full moon or have I messed something up?
