one sim in household can't cook gourmet meals

i have a sim household with a mother and daughter. The mother can cook all meal types (bake, homestyle and gourmet) while the daughter cannot cook gourmet meals.

they are an adult and young adult. 

i have reset the sims and it does not change.

i have no CC or mods.
