Please remove all your Mods and CC then try without. Look for updates to your Mods/CC.
Same thing is happening to me. I can't do anything with my any of families. In game mode, I can't switch between any of sims and the option to isn't even there, like their little pictures at the bottom aren't showing up.

It works without mods, but I don't even wanna play without mods. I deleted everything my mod conflict detector said was wrong and it didn't help.
The Mod conflict detector finds conflicts between Mods not between Mods and the game itself.
