Since you're reinstalled the game twice, then my guess is that it is one of your mods or a CC item that prevent the phone from working. But to make sure, does the phone work in a game without mods and CC? If it does, then you have something in your mods folder that is blocking it. So then you'll need to go through your mods and CC to find it. I suggest you look at any mod that adds phone options and any CC phones you have in your CC first. If you don't find it, then you'll need to look at the rest of you mods and CC. I suggest that you use the 50/50 method to narrow down the search. It will take some time and the more mods and CC that you have, the longer it will take but it is pretty much the only way to find whatever is causing the problem and get your game functioning as it should.
