Pregnant sim refuses to stop working despite going into labor???

Have you tried resetting your sim? if that doesn't work you can try travelling with another member of your family anywhere else and see if that resets it; it also shows 20hrs left on your labor so it's possible once that time goes to 0 your sim may come home to have the baby.
