How does one edit a custom trait to restrict the ages it can appear to. I have the All Traits mod that allows all the reward traits to be given in CAS. The only issue is that some traits are available...

You can't do it the same way the mod author did. You would need his files.
You should be able to edit it with Sims4Studio, but it'll be a lot more technical.
