@Truly_RudlyI did not have the same exact issue you had, but I do have an issue that started up late yesterday afternoon. I posted about it yesterday, as a tip for others who might come across this same issue.
My issue is when you try to do a mix of the tasks instead of completingthe first task before starting on the task of checking IDs and making an arrest, after the fight and while my sim is supposed to be "escorting" the newly arrested, they are both actually just standing there out of your control for sim hours,  as you are left as the powerless player since you can not click on anything until that is complete. All while the sim does what she wants occasionally going to eat, talking to passersby or the gawkers still standing there watching. . .actually in a way it's kind of funny. But not when I keep forgetting not to do a mix of the tasks for the mission and I am stuck in the same loop all over again. Something eventually resets and you can continue to do the mission.
I believe it inky started and happened on the missions that are for Kylo Ren.

@Wholesome_Goth I think I ran into that one too, but I just restarted the game and dealt with my lost progress. Thanks for explaining it here though! Might be worth creating your own post if it keeps happening. Have a good day!

Kylo's mission that you talk about has two objectives "Disperse loiterers" and "make an arrest". There is another Mission with "Intimidate citizens" and "make an arrest". Neither involves "Go on Patrol". The only mission with "Go on patrol" I have had involved going to Black Spire and check ID of 3 Batuu citizens. If you hover over the task in the work tab you will see a description of the things you need to do to complete the objective,

I did see an example after doing an arrest that the task to escort the arrested person did not start just as you describe. The reason for the error seemed to be that another First Order Officer interfered while I was wrestling with the arrestee.

@Truly_Rudly I finally got the mentioned objective. The trick is to go to the Spire Outpost and click on the ground. There you can go on patrol. The Order of the two objectives does not matter.

@jpkarlsen That’s correct, it was Patrol for Suspicious Activity. Maybe it’s already been patched, but I was still unable to get that option when selecting the ground at the time. Thanks for your time!

i had the same issue you need activate cheats, cancel the mission and go to 'modify in cas' and then immediatley leave if you dont want to wait for it to fix itself
