It still doesn’t seem to work, as in the movie, there is no way to adopt cats and dogs, only to adopt children.

I'll make sure, you had this problem with save data without MOD/CC, right?
Could you please take screenshots of the following four locations and attach them?
(To be on the safe side. A screenshot can be taken by pressing the "C" key.)
1. In build mode, "click the house icon in the upper left > Click the question mark icon", then the image of the panel that appears
2. In build mode, "click the house icon in the upper left > Click the trophy icon", then the image of the panel that appears
3. In live mode, an image of the adoption menu with phone
4. In live mode, an image of the adoption menu as seen from the computer

Unfortunately, I can only understand it by translating it.
I just read from the OP's post that he doesn't use MOD/CC.
(From part of sentence "(前提是我沒有打開自定內容模組)")
However, as far as I can see from the video, it seems that it was just turned off as an option.
Also, in the video, it seems that the menu is not grayed out on both PC and phone.
So, I think the quickest way to understand the situation is that OP shows us the images.
