Are you sure you adopted it? When you adopt a pet it has a little icon next to your sims icon on the bottom bar. If it's there, click it and the camera should focus on your puppy. If it's not there, then the adoption didn't work. Try exiting your game and then reloading it. Pets can also hide under beds and couches. I hope this helps.
