I found one old post on a forum that had the same problem! It was Sims4studio. I put it in my mods and forgot to take the files out when I redownloaded it as an application. I wish they put a disclaimer that said if you install it in the mods it will do this:/
I removed the sims 4 studio from my mods folder but the problem is still occurring and it does say that i have it saved in onedrive but i can’t find it.
