If you want to add a "foundation," pull up the arrow in the center of the room in image 1 below to specify the height of the foundation, and the foundation will appear. (Image 2)
However, you state the following
"In this pic a foundation should appear around the small deck. this occurs for every structure and every floor."
Since a foundation can only be placed on the ground floor, I thought you were referring to the platform trim.
If so, you would open the "Platform trim" section at the bottom of the "Walls and Empty Rooms" section.
If you use it for stepped rooms or platforms, you will probably get the result you want.
