If not, try a true vanilla test: Exit Sims 4 then drag your Mods folder and Saves folder to your desktop. Then delete the file called localthumbcache from Document > Electronic Arts > The Sims 4. Now open Sims 4, start a new game, and see if you still have the problem. If you don't, try adding the Mods folder back and then testing, again in a new game, not your previous save. If you're still okay, then the issue is actually in your previous save.
