Came to say that I figured it out. Increased my sim count restrictions to 120 instead of 80 and now they are letting me edit my households. Except im still stuck with all these babies i can't delete. Will probably age them up and then delete
You don't have to age the "extra" babies up to get rid of them. Just go to Manage Households and choose a household that has the babies you don't want. Use the split household function and select an NPC household you don't care about and transfer the babies to it. Then delete that household. When you're done, it will be like the babies never existed.
