I have been having the same issue since the Horse update with and without mods. I've started a completely new vanilla save after repairing the game as well and still no sleeping, showering, bathing, mud baths, massages, etc.
@mariblaze If this is happening on a completely vanilla save after game repair and after deleting localthumbcache, please head to https://answers.ea.com/t5/Bug-Reports/bd-p/The-Sims-4-Bugs. It's definitely NOT a universal bug, so something else may be going on for you.
