Look for noise sources in the room. Radio, TV, wind chimes and so on. They do not belong in a bedroom.

I took that into consideration and there doesn't seem to be anything?? Especially considering that my other sim is sleeping just fine in the same room
In the same bed? Are their relationship high enough to sleep in the same bed?
