Relationship Bar Not Going Up

I've been having this problem since the last Sims update in which my sims relationship bar does not or hardly goes up. It seems to go down just fine, but just not up. Ive tried taking my mods out and doing all the 50/50 methods, however I still cannot figure out what the problem is or how to solve it (whether it's a mod problem or a bug, but in that case I have not seen anything else on it).
