Residental rental needing business funds but can’t send to it

Hi thank you. I did what you said with mods and the issue still remained.

Ive also noticed the lot seems to switch to generic randomly. 
The Sims living here aren’t the owners of the rental property they just own an apartment. it’s very strange. there should be no reason for a business funds to be there. also you can see the simoloens underneath it. 

I look at the bug thing but none seemed like my issue unless i missed it
