Retail lot glitched? Funds wont transfer and business wont sell

So I bought a retail lot and it won't let me transfer any funds and selling items in build mode doesn't give any money back etc. Looked at message boards for a solution and one was to sell the business and rebuy it but it doesn't allow me to sell but every time I go back to try sell it, it gives me a higher selling price each time. I have no Mods or CC
