Routing Issues/sims disappear and show up in random places on lot

How often does the bug occur? Every time (100%)
What is your current game version number? 1.90.358.1030
What expansions, game packs, and stuff packs do you have installed? All except Journey to Batuu.
Steps: How can we find the bug ourselves? Just play the game normally and try to have a sim go somewhere. Mine have routing issues every time or disappear and show up in other places of the lot that I didn't tell them to go to.
What happens when the bug occurs? The sims disappear and reroute to random places on the lot when I tell them to go somewhere/do a task.
What do you expect to see? I'd like to see sims go where they are supposed to go and not disappear.

Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I didn't have this bug until I downloaded the HS years patch. I have updated all cc/mods and they are all working properly. I have also disabled them to see if the glitch is still present without them and it still is.
