The cache you need to delete is called localthumbcache.package and it's in the game's documents folder. So do all the mods and CC removal once again, making sure to delete that file every single time you change any of your mods/CC or update/remove/add mods and CC.
Again - go through your mods and CC list and update all that have been updated -

Remove any mods/CC that are broken but haven't yet been updated.
Make sure you delete the localthumbcache.package file after updating your mods (or removing/adding mods).
I've done all of that. It happens without mods as well and after i uninstall and reinstalled the sims.

Can you remove the mods/CC/localthumbcache.package file once again, then in this thread show a screenshot of your Documents\Electronic Arts\The Sims 4\mods folder and a screenshot showing contents of Documents\Electronic Arts\The Sims 4 folder.
Just to check nothing is in there that shouldn't be or missing.

Can you repair your game (again), check your security apps and okay ALL the game, EA, and Origin .exe files in case they're blocking writing to your folder, check you don't have Defender Controlled Folders set to on (turn it off if you do), then start a new game?
