A pet (cat or dog) count as a sim so adding one would break the requirement of only one sim in the household. When you have completed the scenario or it ends you can then add the cat, another sim or more.

In that case, the information given is poorly worded. I did not get the impression that ONLY one sim was allowed for the scenario from the description. A clarification might be in order. 🙂

  Under requirements it says "One Sim Young Adult or older".
