Sim acting as if Negative/Bad Reputation: actually very, very Neutral (and new)

My Sims have only been in a new save for one Sim week.   They have been designed to be non-compatible so SHE has the hot-headed trait and uses forbidden words frequently.   I noted she was nearly to first level of a negative/poor reputation when starting out, that seems to have gone back to neutral.

The glitch is where my male Sim is acting as if he has a high level of negative reputation.   He got both a phone call about "You're so notorious can I give my mate your number" and another "You're a criminal at heart how'd you like to join the criminal career at level 5"

Simology shows him as bang near dead neutral reputation.
