Sim Cannot Introduce Themselves / Interact with Unknown Sims

Hi there!

I have scoured the forums trying to find an answer for this to no avail. One of my played Sims has lost the ability to introduce himself to new Sims or have any basic interaction with Sims he does not already know (normal, NPC, etc). All it shows me is "More Choices", which takes me to sub menus for my MODs.

I have tried the "Introduce to All Sims" cheat and that hasn't worked. I tried Reset Object / Debug and that hasn't worked.

However, my other played Sims do not have this issue!

I almost lost my entire game fooling around with my files and MODs but managed to restore everything.

All MODs and the game itself are up-to-date and this issue randomly started happening, whereas before the game and MODs worked fine. I moved all MODs to my desktop, deleted all cache files and tried it again to no avail. Obviously the "More Choices" button did not show the MOD sub menus (TBH I don't remember what it showed me when I clicked it but I know it was there even when all MODs were removed).

I tried moving my entire Electronic Arts folder to my desktop and started a totally new game and the issue was still not resolved.
