Sim can't do romantic socials

My male sim can't do any romantic interactions with female sims except for 'Ask about Romantic Interests" and "Ask about Woohoo interests." At first I thought it was because the sims he kept talking to weren't interested in anyone romantically, but I've found a couple female sims who've said that their romantic and woohoo interests are men, and I've gone into CAS to make sure my male sim's romantic and woohoo interests are women. However, it's still not giving me the options to do any romantic interactions other than those two, and once I've already asked them it grays out the romantic option. The other sims in the same household aren't having the same problem, it's just the one sim.
