My main sim can't form new relationships. He is a celebrity so he can greet fans to unlock the interactions menu but can't introduce self. The friendship bar doesn't move at all. Even the child he just had doesn't know him despite any interactions. I have taken out all my cc & repaired the game & still no change. Thank you for the helo in advance!

@MinajSimmerr Ah, so the household only comes up when I include custom content. This makes me think there is still some CC that could be causing your issue.

@MinajSimmerr Yeah, when I DLed the household I found that he was completely naked in every outfit category; likely meaning I don't have the CC clothing you gave him. Also, he had no aspiration or traits; likely meaning these were also mod enabled.
Also, he has no intro options, which tracks with what you're seeing in your game.
@MinajSimmerr Even the non-CC / non-modded version is giving me no intro options.
This makes me think the sim is indeed glitched. Unfortunately, I think you should consider deleting this sim and starting over from scratch. :-( Just make sure you update all your mods / CC ad remove those that are broken or outdated.
Edit: Based on the fact that the modded version showed an aspiration that was removed in my game, I'm just guessing that whatever mod gave him this aspiration could be what caused the glitch. So maybe check to make sure that mod is updated and compatible with your game version before adding it back to your game.
Edit 2: The modded version also removed all traits, so it would be good to check any trait mods you're using as well.
Edit 3: I tested quitting the spotlight. First I had him do the celebrity cleanse. When he quit the spotlight, he did not have any social interaction options. I hate to say it but I think the sim is bugged and I'm sorry I don't know how to fix him. :-(
