Sim does not put away food

How often does the bug occur? Every time (100%)
What is your current game version number? 1.97.62.1020
What expansions, game packs, and stuff packs do you have installed? all of them.
Steps: How can we find the bug ourselves? ask the sim to put food away in the fridge.
What happens when the bug occurs? the sims shows a cannot go there sign above their head instead of putting food away. fridge works otherwise. "put away" command does not work 100% of the time. i have to drag & drop the food manually instead of asking the sim to put it away.
What do you expect to see? the sim put away the meal.

Please describe the patch or change you made. issue began after update 1.97.62.1020
took screenshots of both with mods disabled, & with mods. issue persists with base game fridges, as well as all cc fridges. fridge works for sim otherwise. "put away" is currently non functional, & sim shows a no footprint symbol. must manually drag & drop every time.
