I’m currently having an issue where my Butler never shows up, I’ll hire one and receive the message they are on the way. But they never arrive, but when I go to assign them a bed or lock the room just to them, there name is present. Also it charges my household and allows me to cancel the Butler. This is happening in all of my households not just one.
Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.

The butlers actually show up, however they are standing still at spawn point and doing nothing because their autonomies are turned off.
If you search the map thoroughly, you can find them.
No mods or cc!!!
Have you checked to see if the Butler maybe stuck at the spawning point or elsewhere on the Lot?
He does not show up at all.

If so, please zip your saves folder and upload it somewhere like googledrive or OneDrive and PM me the link.
You can also create a .rar file and attach directly to your post (everyone can see that). The file needs to be smaller than 20 MB to do that though.
For me almost always the butler stuck at the spawning point.
Sometime it's really hard to find them.
I also don't use mod/cc.
