Sims 4 Cannot download lot from gallery

How often does the bug occur? Every time (100%)
What is your current game version number? 1.103.250.1020
What expansions, game packs, and stuff packs do you have installed? all except journey to batuu, kniffty knitting and perfect patio
Steps: How can we find the bug ourselves? when going on to gallery selecting a lot to download and on the right hand side at the bottom it says "not available for this lot"
What happens when the bug occurs? it says "not available for this lot" even though its the right size and i own the packs. it never happened like this before.
What do you expect to see? i would expect to be able to download the lots from the gallery as i used to before.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. it happened after the latest patch before the "sims 4 for rent" came out
