@RissaBells Hi! I think you might be thinking of Sims 3? I just got it through the EA sale and noticed what you were talking about.
This is not an option in TS4. As @jpkarlsen said, you can use the "play with genetics" option to create a twin. However, that may not copy all of the clothing / style options you've set.
