Sims 4: Dec '23 update build mode won't work

Evey time I try to either load a game or build on a new lot it takes me back to the pick a town screen. It doesn't matter which town/neighborhood I choose.

I haven't played the game since then and just tried it. Origin said to update and I did. I went to play and the same thing happened. 

Please send help!
