Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
I've had this game for a long time. It isn't the mods. I know all about moving the mod folder and yada yada. Issue still persists.

@HenriettaStrife Without a test to show it's not mods -- and this kind of issue has been known to be a result of broken sliders before -- we can't know it's a game issue. Please do a "vanilla" test: Drag the Mods folder to the desktop, delete the file called localthumbcache, open the game to test, and exit without saving.

You are not listening. I have DONE THAT BEFORE. I do that ANYTIME I get an issue BEFORE I come here. I only come here if I know it isn't a mod causing the issue. I don't have sliders by the way. Yeah it's a game issue. With the amount of updates we've been getting, it shows the game is causing these gameplay bugs.
