@mferrell Start with checking the current Broken/Updated Mods and (because it was a major patch) the previous Broken/Updated Mods list for known broken content and recent updates. Delete localthumbcache every time you remove or replace a mod. Then test in your regular save and in a different household in that save. If you still have problems, come back and we'll sort out if it's other mods/CC. But I won't overwhelm you with all the next steps yet, in case you don't need them!
My game started working randomly. I played for a little bit and then closed the game. I checked the game again to see what I did differently and when I tried playing again it stopped working. I then started out with a completely different sims 4 folder, started fresh. tested my mods on a new household and it worked fine. Then, when I transferred my saves over since I thought I fixed it, thats where my game bugged out again. a folder named scratch pulled up, ive not paid a lot of attention of what's supposed to be in my saves but im pretty sure one of my saves is making the game do this. how can I fix it? I did the steps you suggested already.

@mferrell Delete the scratch folder and try again. See if that helps. You might also try loading an earlier version of your save to see if there's a noncorrupted version.
