I had this same issue and narrowed it down to 2 of my mods: "Gauntlet101010_4_Robot_Trait_Edited" and "sims4me_norandomhatsaccessoriesandmakeup". If you don't have either of these, or if you remove them and still experience this problem, then you probably have another similarly conflicting mod and need to test your CC manually. I did this by moving my mods elsewhere on my PC, making a new save file (so my CC wouldn't disappear from sims in my other saves), and moving my CC back into the mods folder in small chunks, checking CAS with the fresh save in-between to see what made the problem reoccur.
