@Ji11iank Your Origin account owns your games and other downloadable content, not your computer. So yes, you could sign into Origin on your new laptop and download all your owned Sims 4 packs without having to buy anything again. Just make sure you actually can sign into your current Origin account; a few players have realized only late that they don't remember the email address and password they used.
You can also transfer your saves to the new computer. All user content—saves, saved households and builds, mods and cc, etc.—is stored in Documents > Electronic Arts > The Sims 4. You could simply move this entire folder to the new laptop via a USB stick, or you could upload it to a free third-party filesharing site (Google Drive, Dropbox, whatever you want) and download it again. In either case, it's best to zip the folder before moving it to protect the files: right-click and select Send to > Compressed (zip) folder, then right-click and Extract once it's on the laptop.
The best practice is to launch the game once on the new computer, thus creating a new user folder, then transfer the contents of the subfolders, not the folders themselves, to the new Sims 4 folder. Here's a list of everything you might want to transfer:
