Have seen a few threads on this but they've been resolved...in dine out none of the customers sit down, they're always fighting. No neighbourhood action plans for brawling and have disabled them alto...

@Hopethain I checked your save and the neighborhood your restaurant is in has roughhousing encouraged
You need to load the Kanananui household in Newcrest and revoke all the NAPs that are active there. This NAP affects both restaurants you have in newcrest.
