[Sims 4] sims constantly getting stuck in tasks

I logged back into the game after the infants update, and since my game has been broken. I can resume or start a new save and play for about 5-10 real minutes before my sims get stuck in whatever task they're currently doing. this extends to any other sims nearby as well. they repeat the same animation over and over again idefinitely even when the task says it should be finished and disappear from the queue. it does not matter what sims or what save I am using, this is happening consistently. This has also crashed my game about 3 times.

I have removed all of my mods, reset my sims, restored default settings, repaired the game, restored saves, reinstalled the sims 4 and tried pretty much every single troubleshoot I can find. My PC more than meets the requirements to run the game and I have only had this issue since infants/growing together.
