Do you use any mods that affect the UI? If you do, that's probably it. I do know that there has been an update since the patch for UI Cheats so if you use it, you should make sure you've got the latest version.
If it isn't that, then I suggest you pull your mods out and start a vanilla save for testing. Then start adding mods a few at the time and testing until you find the one causing the issue. Then either look for an update or remove it. Continue doing that until you've tested everything just to be sure that you don't have another one that's out of date. Or you could just use the 50/50 method if you have a lot of mods. You probably don't need to look at your CC but if you go through all your mods and don't find one that is broken, then go through your CC to see if something in that is causing your problem.
